How a Bill Becomes a Law

Every bill that becomes law in Ohio follows the same path through the Senate. Understanding each step helps you track legislation you care about and find the right moment to make your voice heard.

    Introduction & First Consideration

    A senator introduces a bill and it receives its first reading before the full Senate. The bill is assigned a number (SB or HB) and referred to the appropriate committee based on its subject matter. This typically happens within the first week after introduction.

    Committee Assignment & Hearing

    The bill goes to a standing committee where senators debate it and the public is invited to testify. Committee hearings are open to all Ohioans—you can watch live or archived on ohiosenate.gov, or attend in person at the Ohio Statehouse. This phase typically lasts 2–6 weeks depending on the bill's complexity and the committee's schedule.

    Committee Vote & Amendments

    The committee debates, amends, and votes on the bill. Hundreds of bills are introduced each session, but only a fraction advance from committee to the Senate floor—many are held in committee or voted down. If approved, the bill moves forward for floor consideration.

    Floor Consideration & Debate

    The bill receives its second and third readings on the Senate floor during a session. All 33 senators assemble in the Senate Chamber to debate and consider amendments.     Senate Vote, House Action & Governor's Signature

    The Senate votes on the bill by roll call. If it passes, the bill goes to the Ohio House of Representatives, where it repeats the same process. If the House passes it (possibly with changes), it goes to the Governor for signature or veto. Once signed, it becomes law. The entire process typically takes 3–6 months, though complex bills may take longer.

Legislative Records & Archives

Every bill debated, every vote cast, and every law enacted is part of Ohio's public record. These resources let you access the official documents, journals, and compiled laws that shape our state—free and open to researchers, journalists, students, and anyone who wants to understand how Ohio government works.

  • Senate Journals. The official record of every Senate session, including bills considered, amendments offered, and roll call votes. Essential for tracing a bill's path through the chamber and understanding legislative decisions.
  • Acts. All legislation signed into law by the Governor. These are the final, enacted bills that become part of Ohio law and are available by year and subject matter.
  • Ohio Revised Code. The complete, compiled text of all Ohio state laws currently in force. Organized by title and section, it's the definitive source for what Ohio law says on any topic.
  • Legislative Service Commission. Research and analysis support for the General Assembly. LSC publishes fiscal notes, bill summaries, and legislative history documents that explain bills and their fiscal impact.
  • Ohio Administrative Code. Rules and regulations adopted by state agencies under authority granted by the General Assembly. Updated regularly and subject to legislative review.
  • Ohio Constitution. The founding document of Ohio state government. Access the full text, amendments, and historical context for understanding Ohio's legal framework.
  • Historical Records. Past sessions, senators through the ages, and legislative history going back more than 200 years. Track how Ohio law has evolved and see who shaped it.

The current legislative session began on the first Monday in January. Senators meet at the direction of the Senate President until all official business is concluded, typically concluding with sine die (adjournment without a future meeting date) at the end of a two-year cycle.

The Ohio Senate typically convenes three days per week: Tuesdays at 1:30 p.m., Wednesdays at 1:30 p.m., and Thursdays at 11:00 a.m. Session schedules are established every six months and posted on the official Senate calendar. A quorum of 17 senators must be present to conduct business.
